SRC Report Hardener — Vulnerability Report Pre-Submit Audit

Pre-submit health check for SRC / bug-bounty vulnerability reports: turns 12 real rejection reasons into 12 mandatory report sections, enforces an 'actual security impact' evidence loop (no observation = NO-GO), and ships a hardened 9-section report template plus a 12-item pre-submit checklist.
